I need help with Apple's software, and items?

My iPod Touch wont update it says "The iPod "iPod" cannot be restored at this time because the iPod Software updates server not be contacted or is temporarily unavailable." I don't think it's been down for a couple months now? I called them, and they said turn my virus scanner off, and try since I'm using Windows, didn't work. I just want to restore, so I can use it. Help me please!
