Glitz Party Ideas and Decorations?

Hi, I decided for my 13th birthday, I am going to do a mini-sweet 16. The theme is Glitz. Kind of like Glitz Pageants type of things. Lots of rhinestones, lots of fancy dresses, hair, feathers, etc. The colors are hot pink, lime green, and zebra. Now I just need ideas. I am on a budget, tight budget. I don't want the classic sleep over, stuff. I also don't want the classic home stuff, like movies, gossip, things like that. I want it to be unique, and when people leave they think "wow, party of the year" Please give lots of details and descriptions. Also, possibly pictures and or websites. Thanks
